Prostheses do not go to the Far East

The localization of medical production even in the TOP for investors is not profitable yet

The Government of the Russian Federation has taken a course to strengthen cooperation in the medical sphere with China and other countries of the Asia-Pacific region. In this sense, the Russian Far East has good chances to become an excellent platform for the placement of modern and high-tech production of medical products. But while the preference is given to the regions located closer to Moscow.

Prostheses do not go to the Far East
Orthopedists and traumatologists of all countries united in Moscow at the first professional Eurasian Forum in late June. As part of this event, a joint operation of Russian orthopedic surgeons with a colleague from the PRC took place: the patient had an endoprosthesis (a part designed to replace any internal damaged organ) of a hip joint made in China. From August 2017, these high-quality and much-needed products will start to be produced in Russia.

Instead of the planned one and a half hours, the operation lasted about three and a half. As the surgeons who left the operating room explained to the journalists, they were the head of the joint endoprosthetic replacement clinic of the Central Institute of Traumatology and Orthopedics named after NN Priorov (CITO) Nikolai Zagorodniy and Deputy Director of the Arthroplasty Department of the Main Military Hospital of the People’s Liberation Army of China, Dr. Zhang Guoqiang from Beijing - the unexpected happened: the 65-year-old patient with deforming osteoarthritis turned out to be too small for her pelvic bone with superdense fat cover, and the front wall of the acetabulum was practically absent, to which the hip joint is usually attached.

“But after sweating badly, we found a way to combine the details of the endoprosthesis with each other in such a way that in the end he stood up perfectly. We are satisfied. One day after the operation, the patient will be able to walk. So far, however, on crutches, ”said Nikolai Zagorodni.

For his Chinese colleague - this is the first operation and the first patient in Russia. "Since my childhood I've wanted to visit your country and now, thanks to the Eurasian Orthopedic Forum, I was here. I am very proud that I managed to work with Russian professionals of the highest class and I hope that our Chinese endoprostheses, recognized all over the world, will serve well now also for patients from Russia, "said Zhang Guoqiang modestly, who for more than twenty years Surgical practices and hundreds of people rescued from wheelchairs.

As for the articular endoprosthesis, or implant, it is designed and manufactured in China on the basis of the enterprises of the concern “Neuton” (one of the manufacturers of medical equipment and medical products of world scale). Since August of this year, Neuton has opened a localized production of endoprostheses in Russia, at the site of the Rameev technopark in the Penza region. In other words, the extremely necessary medical products will be mass-produced on Russian machines, but according to Chinese technologies. “A very important acquisition for domestic traomtology and orthopedics, given that in all of Russia, only two companies are engaged in the manufacture of such products,” emphasizes Nikolai Zagorodniy.

EastRussia help. The First Eurasian Orthopedic Forum (EOF) in Moscow, along with the main theme (traumatology and orthopedics), included dozens of other medical fields. Within its framework, more than 200 events were held for medical specialists, government agencies and business representatives in twenty scientific and practical disciplines - from anesthesiology and resuscitation, radiology, pharmacology, oncology to disaster medicine, military surgery and comprehensive rehabilitation. Worked exhibition of Russian and foreign medical products and equipment. Particular attention was paid to the experience of China, whose delegation headed by Zhang Yingze, president of the Association of Orthopedic of China, was one of the most numerous at the EOF. The event also involved communities of traumatologists and orthopedists from Austria, Azerbaijan, Armenia, Bangladesh, Belarus, Greece, India, Kazakhstan, Kyrgyzstan, China, Malaysia, Saudi Arabia, Serbia, Singapore, Uzbekistan and other countries.

Actually, the localization of the production of medical equipment and products on Russian territory, attracting foreign investment here for this purpose became one of the main topics of the First Eurasian Orthopedic Forum, which gathered in Moscow on June 29-30 more than three thousand medical specialists-orthopedists and trauma surgeons from 72 countries of all major regions of the world. The initiators and organizers of the forum were Russian and civilian doctors - in particular, the Federal State Budgetary Educational Institution named after N.N. Priorov and FGKU GVKG them. Burdenko - with the support of the Ministry of Health and the Ministry of Industry and Trade of the Russian Federation.

The fact is that orthopedics (diagnosis and treatment of deformities and disorders of the musculoskeletal system) and traumatology (diagnosis and treatment of mechanical injuries of the human musculoskeletal system) are developing quite rapidly in Russia today. As Sergey Tsyb, Deputy Minister of Industry and Trade, noted in his report at the forum, the production of medical devices in this area in Russia in 2016 increased by 16% compared to 2015 in the year, while in the world - only by 7-8%.

However, with regard to the Russian market of medical products for these areas - and this is mainly the above-mentioned implants made of titanium alloys - that is only 0,7-0,8% of the world, and the share of domestic products for orthopedics and traumatology in the country accounts for no more than 12%. The rest of the products have to be imported from abroad. And the preservation of this trend is dangerous: if the West, in its sanctions policy against Russia, places obstacles for imports in this area, then the country risks finding itself in a situation close to a national catastrophe. Already today, according to one of the main organizers and participants of the forum, the President of the Association of Traumatology-Orthopedists, Director of the Center for Information Technologies, Academician of the Russian Academy of Sciences Sergey Mironov, the rates of growth of the musculoskeletal system morbidity exceed the growth of the general morbidity in the country. In Russia, about 20 million people suffer from these diseases. Given the trend of population aging by 2025, this number may increase by several times. Therefore, the problem of import substitution and localization of the production of endoprostheses and related products is more acute than ever.

One of the options for the localization of such production could be the territories of advanced development (TOR) in the Far East, possessing a number of preferential tax and customs privileges. But, as the speeches of the participants of the forum showed, while in the quality of sites for the placement of the production of implants foreigners prefer regions located closer to Moscow.

"Of course, we are very interested in the TOR and Vladivostok free port regimes and we, in principle, are considering the possibility of localizing here the production of medical products under the Russian brand, but developed in China. But for now we prefer Tomsk, that is Siberia, as the location. This city is approximately equidistant from China and Central Russia. Therefore, in terms of logistics so far more convenient for our Chinese partner than Vladivostok or Khabarovsk. Taking into account, of course, the target audience - citizens of the Russian Federation and other states of the Eurasian Economic Union, who need endoprosthetics, "the representative of the Chinese company Double Medical, Darya Lenina, told EastRussia.

Similar opinions were expressed by other participants of the Eurasian Orthopedic Forum, focused on joint production with colleagues from Russia’s neighboring countries in the Far East: China, Korea and Japan.

Recall about the plans to create an international medical cluster in the free port of Vladivostok, the Ministry for the Development of the Far East (Ministry of Eastern Development) announced at the end of 2015 year. It was about creating a network of medical institutions in most of Primorye with the participation of primarily Chinese, South Korean and Japanese investments (as part of changes to the federal law "On the International Medical Cluster ..." of June 29 2015). It was thought that the medical cluster will unite more than a hundred companies that produce medical equipment, products and provide health services. But so far the matter has not progressed further than these intentions.
